How do I get rid of "Open Notebook.onetoc2" and permanently stop it from redurring?

All of my folders have a file called "Open Notebook.onetoc2." From doing some Googling I found this is somehow related to Microsoft OneNote. I do not use OneNote, do not create files in OneNone, I do not open OneNote, and categrically I never use or interact with OneNote in any way. I can delete these files (2,227 of them today alone), but they just keep recreating themselves. How do I permanentely get rid of all these garbage files and permanently stop them from recreating?

Hi Peter, 

Please open Task Manager, make sure there is no OneNote app running in the background. 

Try to double-click the Notebook.onetoc2 file, check if it opens in OneNote and try to delete all pages and contents in this Notebook. After you delete this notebook, delete the Open Notebook.onetoc2 to have a try.

Hi Winnie,

I have a similar problem except I do use OneNote. They pop up whenever I create a new document at the folder and root/sub folders. No matter how many times I delete them they keep coming back.

I tried double-clicking one of the "Open Notebook.onetoc2", it opens OneNote with the message "There are no sections open in this notebook or section group."

I have the exact same problem. I use One Note/Office 2010
