I know this is lacking in detail but I'm not even sure what questions I should be asking -- server is Windows Server 2012. I have one web application hosted on this server. The application is for internal use only at my company. My issue is that the IIS service stops and restarts without any user interaction several times a day. When this happens, we lose connectivity to the application for a few seconds until the service restarts. How do I even begin to try to figure out what's causing it? There's nothing in the Windows Event logs. The web application uses SiteMinder authentication, and there are entries in the Netegrity logs, but they only indicate that the IIS service stopped and restarted; nothing indicating why.
I appreciate even further questions so I know what other information you might need to try to figure this out.

Open a support case via http://support.microsoft.com so the support team can provide you an action plan to follow.
Very likely you need to capture crash dumps, which normally people cannot analyze themselves.

where you can check below -
Application pool restart
IIS website stop/start
IIS kernal/webserver/core services restart
If application pool restart or stop or start means - more work processors, shared dotnet framework versions conflicts, app pool identity password expire, rapid fail protection settings, wrong dotnet framework version assign
If website stop/start means port conflicts and app pool issues
IIS service issues means you can try dotnet framework repair tool, shared configuration editor for any configuration conflicts, above app pool issues fix, any kernal realted errors found, debug diagnistic to check issues.
Hope this step by step troubleshooting help.

Which IIS service get restarted and how where did you monitor the restart? I only know that the IIS service could stop if you set the rapid failue protection and meet a series of error for a while. So please disable the web site and create another site to check whether this issue only occur on specific website. If this do caused by your web application. You could try to disable the application pool->advanced setting->rapid failure protection->false. In addition, you could try to point the web application to a new created application pool.
If the restart is cause by the rapid failure protection, you may need to analyze the dump file.Debug diagnostic tool may help you fix this issue.

We detected the restarts in the log files for SiteMinder (netegrity). Unfortunately, at least from what I could find, the logs don't say which specific IIS service stops and restarts. I checked Rapid Failure Protection and it was set to True, so I changed it to False and am monitoring our application. I've downloaded and installed the analysis tool; thanks for that link. Due to corporate change procedures, disabling the web site and creating a new one is something that would have to go through an approval process. I do not have this issue in non-production, so there's nothing I can try there.
If the change to Rapid Failure Protection doesn't resolve it, we will likely open a ticket with Microsoft since we have a support contract. I was hoping to avoid that by coming here. I've forwarded a link to this thread to the appropriate support team at my company and am waiting for their feedback on the responses I've gotten.

Thanks very much. I just ran the repair tool and it didn't find any issues with IIS. I appreciate all the suggestions. Because of our corporate setup there are some things I can't do on my own, but I can suggest them to the teams that can.

Check the System and Application event logs for corresponding events at or around the timeframe mentioned by those SiteMinder logs. Look for obvious crash events or WAS-sourced warnings/errors, and post them here.

We have done that and there are no events related to this recorded in any of the Windows system or application logs.

Usually IIS issues would be apparent with obvious events in those logs, either indicating crashes or WAS events for various operations. If you don't see those, then it's probably time to open a case to get deeper investigation.

Hi,
What are your application pool idle timeout values set to ? The default is 20 minutes which is quite aggressive. It's possible that your app pool is being shut down due to inactivity.

Hi Paul: It definitely is not a timeout issue. Sometimes it happens when first logging into the site. When the session times out (20 minutes) the user is directed to a SiteMinder logon page. That works, except when these random errors occur. Then we wait a few seconds and try again.

What is it about these logs that shows there's a problem? The fact it's initializing in the first place, or all the errors being called-out?

I assumed it was the errors. I don't have the expertise to know what they mean, but the ones in this log file did happen at roughly the time I experienced one of the 500 errors this morning. Here's another from a couple of days ago:

Nothing in there is specific to IIS. Your best bet is to work with SiteMinder on this, since this logging is theirs. They would be the ones to understand what their app is doing, and why.

Have you tried to disable the application which is running in your IIS currently? Maybe we need to find out whether it is a application issue or IIS issue.

I have not tried that. It's the only application I have set up on this server so I don't think that would help isolate anything -- I suppose I could try creating a new web application for the same URL and then delete the one that's having errors. I feel like it's got something to do with the application pool but I don't know what it could be.

Hi jjkatz,
Maybe you could try to set the application pool identity to local system to check whether the problem could be fixed. The rapid failure protection should cause this issue. If the problem is caused by IIS permission, change to local system should fix this issue.

Thanks, I've just changed this setting. Since the errors are sporadic it may take some time for me to know whether it made any difference.
