Hi Michael,
Let’s follow the following steps to change the welcome screen’s display language.
Go to Control Panel->Region, move to Administrative tab
Click the button Copy Settings
In this dialog, copy our current language (of course, it should be English) to the system account which will cause everything to show up in English. Meanwhile, there is an option to set it as default for new users.
After these operation, restart computer to test result.
Best regards

Change the location to other country English speaking country which will match with yours.
Once done do the following:
1. From the Language window, click advanced settings.
2. Click Apply language settings to the welcome screen, system accounts, and new user accounts. The Region window opens.
3. On the Administrative tab, click the Copy settings button.
4. On the Welcome screen and new user accounts settings window, select the check box next to Welcome screen and system accounts to apply your display language choice to the Welcome screen and system accounts.
5. If that is the only change you want to make, click OK.
6. If you also want to apply your display language choice to all new user accounts, select the check box next to new user accounts.
7. Click OK on Welcome screen and new user accounts settings window.
8. Click OK on the Region window
9. If prompted, click Restart.

Now it is not enough to simply "Copy Settings" as it mentioned in other answers.
You also have to set "a different input method for each app window" setting.
Otherwise you'll be getting the last selected by you language on the Lock/Welcome Screen.
I mean the following
- You select a language different from English
- You lock you screen (Win + L).
- You always get a language different from English when you're trying to type you password to unlock Windows 10.
You will find "different input method" setting in following places.
On W10 after 2018
Start/Windows button > Settings icon (a gear above the power icon) >
Devices > Typing (in the left bar) >
Advanced keyboard settings (at the bottom of the window)
Select "Let me set a different input method for each app window" checkbox.
On W10 2016
Control Panel > Clock, Language, and Region > Language
Advanced settings (in the left bar)
Select "Let me set a different input method for each app window" checkbox.
