Hi,
We need more information about your issue, are you using build in windows mail application?
As I know, there is not a spam filter in the windows email app, under Windows 8.1 there is a "sweep" option can delete emails from spesific sender to junk(similar as filter). however I noticed that it also dissapeared from Windows 10 app.
Try using desktop version of Outlook or configuer filter from website.

Malware and virus filters only check for viruses and malware. They do not check for junk emails. That is the job of junk filters. If the emails are going to your junk folder, your junk filter is working.
What Deason was telling you is this. If you want to use a different junk filter, use a different mail program. I use Windows Live Mail, but there are other free ones available. Google free mail programs for windows.
