Missing app "Microsoft.NET.Native.Framework.1.3"

Hello, 

I am trying to test an app that requires Microsoft.NET.Native.Framework.1.3. I am seeing that it is installed on my computer but not my more plain, freshly-installed-windows-10 computers. After searching for quite some time I'm not seeing how this app makes it onto Windows. Can you help me with getting this prerequisite installed?

I guess when you add the correct dependency to your apps manifest, it will be downloaded automatically.
