I know there are methods to hide or locked the icon, but this will also restricts users to access to view the current settings.
Is there any methods to let domain PC users to access to Region settings in control panel but not allowing them to change the settings?

Hi,
You can set the region setting via domain Group Policy Preference to prevent domain user (not admin) from changing it.
To do it, access this registry setting:
HKEY_CURRENT_USER\Control Panel\International
And then configure the value to you desired.
Note: You can configure it from the UI on reference PC to obtain the correct registry value.

thank you for your suggestions, I have tried this but this also restricted domain user to access to the Regional Setting.
Is there any methods which can allow user to access and see the settings, but not allowing to change.

User can see the region settings via modern UI:
Settings -> Time & Language -> Region & language

I have set the permission of the user account to "Read"
after that, user also cannot access the Region setting on both Region icon from Control Panel and Region & language in Setting.

Hi,
You can use the User Right Assignment policy to see if it meet your requirement:
1. Type gpedit.msc into Run box.
2. Press Enter into Group Policy Editor window.
3. Expand Computer Configuration\Windows Settings\Security Settings\Local policies\User Rights Assignment. Find Change the time zone entry.
4. Double click to edit its user permission. Default is as below:
You could remove the general users from this permission list, it will only view but not change the time zone.
