Hi,
We have a exchange 2013 sp1 setup.
Have enabled group owners to manage group membership using RBAC as per the below url
The DL owners are able to modify the groups in outlook . However in OWA they are not able to see the "distribution groups I own" option in users owa/ecp. They are able t see the "distribution groups I belong to".
Have reviewed the above blog once again to confirm that i did it right. What am i missing?

Hi Ron,
I found the solution.
Go to ECP-> Click permissions-> Select admin roles-> click Recipient Management-> click edit -> add Users under the Members. -> Click Save.
Then go to OWA of your account
click settings "Look like wheel" -> Click options -> click groups
Check now.

Yes minor things.
Go to Exchange admin center
Select recipients -> Groups -> Click the DL group -> Edit -> Click General->
Verify Hide this group from address lists is enable or not. If enable, remove tick mark and save.
Then go to OWA of your account
click settings "Look like wheel" -> Click options -> click groups
Then check now.
It should be there.

None of the groups are hidden. As stated earlier The option of "distribution groups I own" does not appear at all in the users owa/ecp.

try this command to exchange management shell
Set-Mailbox -Identity "mailbox name" -RoleAssignmentPolicy DG-Management
hope below article will help you, eventhough this one is exchange 2010

Hi Ron,
More things..
If you want to give assign users only Distribution groups
Go to ECP-> Click permissions-> Select admin roles-> click Recipient Management-> click copy button " its look like two letter"
-> down remove all other roles -> then add users in the members -> Save
Then go to OWA of your account
click settings "Look like wheel" -> Click options -> click groups
