Windows 10 Pro
Running in VMWare Fusion virtual machine on a MacBook Pro
Since last weeks Windows update my Windows 10 VM takes 60+ seconds to start any application from a menu or desktop shortcut. For example; Notepad. When I type Notepad.exe on the command line it starts immediately.
I have used SFC and DISM to try an repair the image; they give errors and fail to fix the problem.
From the event viewer the General description is...
The server {A463FCB9-6B1C-4E0D-A80B-A2CA7999E25D} did not register with DCOM within the required timeout.

I have run the Windows update troubleshooter.
It fixed 2 issues and failed to fix a component error
SFC still reports being unable to repair msdelta.dll
Any help or suggestions on where to look would be appreciated.

Hi Shaun,
Did you mean after you update Windows through forced Windows update, open application by click will take a long time, but open them in command without this issue, right?
Does the issue only occur on desktop applications or including Windows store applications such as Microsoft Edge or Mail?
Try to find the executable file of those application and right click them and open as administrator to check the issue again.
Try to check if the issue occur when you login Windows with another user account.
If the issue related msdelta.dll corruption, please copy a work well one from a same version Windows then replace it in C:\Windows\System32.
If the issue persists, please export recorded messages in Event Viewer(Windows Logs\Applications, Setup, System), upload to One Drive and paste the link here.
I recommend to remove your personal information in upload files.

Thanks for your response. My answers to your questions...
1. Yes. Since the update executing from a menu or shortcut results in the DCOM timeout. Command line activation is immediate.
2. Good point! Edge is immediate, I don't use mail in this VM. Settings is immediate. Control Panel is immediate.
3. Run as administrator makes no difference. Still slow.
4. I normally log in with my domain account. I logged in using my Microsoft account. Notepad.exe took 60+ seconds to execute. The same updates were available to install. Both failed with the sam,e error code.
5. I cannot rename msdelta.dll to replace it. I'm not connected to my domain now.
6. Starting Notepad.exe from the start menu only generated the DCOM timeout event posted previously.

Thank you for your feedback.
As my existing concern is that there is a corruption system file in your environment, please try to replace it with a new one (which could copy from another same Windows version computer). I think it is not related with domain. If you have not privilege to edit it, please take owner of the file and check again.

Thanks for your help with this.
I tried replacing the corrupt file, however was told "access denied". I was Administrator at the time!?
I have done an in-place install of Windows from the ISO. While that trashed by DCOM settings, I am now back up and running. Everything seems to be working fully now.
