Hi Anton,
Welcome to the MSDN forum.
Refer to your description and the shared screenshot, it looks like that “hover tips” should stands for Quick Info.
If you want to disable this tip, please go to Tools-Options-Editor and find the language that you want to disable this tip like C/C++, and click Advanced tab, then you will find the option “Auto Quick Info” under ‘IntelliSense’ and the default value is ‘True’, click the dropdown list and select ‘False’ as the following screenshot and click “Ok” button to save this change, then you will find this tip not disappear again then your mouse cursor on the variable or parameter. For different language, this option maybe under some different tabs or have not this disable feature (like C#), you need to check it per your requirement. If you cannot find this specified option under your language, please navigate to this User Voice and vote it, it can help to attract the attention of the Visual Studio Product Team, and sorry for this inconvenience.
Best regards,
Sara

Indeed. I couldn't turn it off in Visual Studio 2015, so I
have voted for that proposal.

Hi Anton,
Thank you for your update, since some languages support disable the auto Quick Info and others not, you can disable them for your current development and for that not support languages, we can only waiting for the response from the Visual Studio Product Team engineers, thank you for your understanding.

Forcing Hover Quick Info on certain languages is ridiculous and destroys the User Experience totally.
I just spent hours trying to turn off a annoying arrogant feature that should be a simple checkbox in the options only to see that c/c++ advanced options allow you to do it but not for the other languages.
What arrogant designer decided to force a POP UP onto people without allowing you to be able to disable it.
I was hoping to actually use Visual Studio instead of other tools after years of not using it, I guess I was wrong. Auto quickinfo hover tip POP UPs are a totally ridiculous feature.

Please fix this - it is so annoying and arrogant! Just add an option already!
(It's obvious its a string - its in quotes!)
