What does the "Resource GUID" column in the new "Azure Portal" under "Resource Costs" map to? Is this a mapping to the virtual machine id or the storage account id and where can I find the breakdown of which resources are actually contributing towards the costs?

Hi,
Resource GUID is identified the type of resource that has been consumed, not the VM ID or storage ID. I recommend you could refer to this page see those items: https://azure.microsoft.com/en-us/support/understand-your-bill/ . And if you would like to get the details of the all resource , you need download the usage detail follow the section "Analyze Daily Usage Data" from the above link.

Hi,
Resource GUID is nothing but the Deployment GUID of the service.
To get the breakdown of which resources are actually contributing towards the costs. You can view it in the usage report please find the steps below :
• Log on to https://account.windowsazure.com using your Live ID.
• Click on the “Account” tab.
• Click on the “Subscriptions” tab.
• Select the subscription for which you want to download the usage report.
• Click on “Download usage details” for the current month.
• Here you will find the usage report based on the billing cycle.
