Hi Ayla2000,
Welcome to the MSDN forum.
According to your description, the problem might be the related add ins that not configure and match Visual Studio 2019.
We recommend you could try steps below to check whether this issue could be solved.
1. Download ArcGIS Runtime SDK for .Net.(Note to choose the platform or framework that you use like .Net)
2. Run the installer program and choose to install the extension for vs2019.
3. Then, you could find templates and create new projects about ArcGIS. Also, you could install related NuGet package about ArcGIS that you want(Tools->NuGet Package Manager->Manage NuGet Package for solution…->Browse and search for ArcGIS).
4. You could also refer more in ArcGIS for Developers.
Hope this could help you.
Best Regards,
Dylan
