Non-administrator cannot run Windows 10 Monitor Colour Calibration

We have a new graphic designer in our organization. She was wanting to perform a colour calibration of her monitors, using the Windows 10 Colour Calibration utility. Since we are in a domain, she is a non-administrator of her PC. When she launches the Colour Calibration utility, she gets an elevation prompt. It seems that only administrators can use the application, which seems odd to me as the user shouldn't have to contact the Helpdesk every time they want to calibrate their monitor.

I have tried giving the user modify access to c$\Windows\System32\dccw.exe but I get a "unable to save permission changes on dccw.exe - access is denied" error.

Any thoughts on how one could give a non-admin user access to the Colour Calibration tool in Windows 10? We are going to have more graphic designers starting, so I can see that access to this tool will become more important in the near future.

Is it not possible to run the program with an administrative user to let them do the calibration? I don't see this as much of a problem to solve since they should not be constantly needing to run a color calibration, correct?

My understanding, it is recommend to re-calibrate your monitors every so often if you are a graphic designer.  Regardless, this task shouldn't require to be done by our Helpdesk team. A monitor colour calibration would obviously have to be done on-site, so would be ideal to give that ability to the user, as they are going to want to adjust according to their own eyes, in addition to eliminating a special Helpdesk visit for such a trivial task.

Like I said, running this built in Windows 10 tool requires elevated privileges. I did find this post that explains it a bit in Windows 7.

I am going to try this in Windows 10, but hoping someone has some more in depth knowledge on this. Like I said, it seems very odd that you need admin access for such a basic built in Windows tool. You don't need administrator access every time you wanted to change your desktop wallpaper. As far as I am concerned, Colour Calibration should fall under that same category as a user accessible feature

I tried updating the reg settings as directed in the URL I provided - unfortunately the user is still unable to access the Colour Calibration utility without getting prompted for an admin credential.

But as far as I know, not all software works. Some programs are by design. It requires admin permission.
