Hi title says it all. How can someone who is not an MVP become a Volunteer moderator?

Who has oversight for volunteer moderators? (onboarding)
The old Answers site is no longer available and I have lost access to all private conversations with the lead moderators. Does anyone know how to contact them? Also, why do we keep getting notifications about old content that was moved to the new site…
