An Azure platform as a service offer that is used to deploy web and cloud applications.
Submit an Azure billing support request for subscription sign-up/eligibility, because both the free-account and Pay-as-you-go registrations have failed and only Microsoft support can review the account-specific decision.
Request an eligibility review
- Open the Azure support-request page directly:
https://portal.azure.com/#blade/Microsoft_Azure_Support/HelpAndSupportBlade/newsupportrequest - Sign in with the same Microsoft account used for both signup attempts.
- Select an issue type related to Billing, Subscription management, or Unable to sign up. Subscription-management support is available without purchasing a technical support plan.^1^
- Include:
- The exact three error messages.
- Approximate dates and times of the attempts.
- The country/region selected during signup.
- Whether the failure occurs before or after card verification.
- A screenshot with personal and payment information removed.
- A request to check for a previous Azure subscription or an eligibility restriction associated with the account.
- Do not include the full card number, CVV, government ID, or other sensitive information.
Microsoft documents the Azure portal support request as the contact route for Azure billing support.^2^ There is no separately documented public contact route for an “Azure Account Review team”; billing/subscription support routes the case internally when review is required.
If the portal will not let you create the request because no subscription exists, use the public Azure support ticket page:
https://azure.microsoft.com/en-us/support/create-ticket/
A closely matching Azure registration case directs users whose free and paid registrations both fail to that route.^3^
Check the two likely eligibility gates
1. Previous Azure usage
The free trial is limited to users who are new to Azure. If there was any previous Azure subscription—even under another Microsoft account—the free offer might not be available. Pay-as-you-go is the documented alternative, but its signup must still pass identity and payment validation.^4^
Ask support to search for previous signup history associated with the identifying information supplied during registration. Zero subscriptions in the current Default Directory does not by itself establish free-trial eligibility or show whether a subscription existed under another account or directory.
2. Chime card classification
Confirm with Chime whether the Credit Builder card is processed as a standard credit/debit card rather than a prepaid, stored-value, or virtual card. Azure accepts supported credit and debit cards, but does not accept prepaid or virtual cards.^5^
A bank confirming that the card is active does not establish that Azure supports its payment-product classification. If Chime identifies it as prepaid, stored-value, or virtual, use a conventional supported credit/debit card instead. If it is a standard card, verify that:
- The cardholder name, address, and CVV match exactly.
- The Azure signup country/region matches the card’s billing country/region.
- The card supports international transactions.
About the authorization error
“You are not authorized to access this signup session” does not, by itself, identify a directory or permissions problem. Include it in the support request rather than attempting an unmanaged-directory takeover. That repair applies to a different documented error: “Account belongs to a directory that cannot be associated with an Azure subscription.”^6^
