If the Azure signup page still shows Agreement, accept and complete that fourth and final stage; completing phone and card verification alone does not finish the documented signup flow.^1^

    1. Complete any pending signup stage

Return to the Azure free-account signup page using the same Microsoft account:

    • If Agreement is pending, accept it and finish the signup.
    • If an account-related error appears, open the Microsoft account center → Your info, and check that the billing and shipping details are complete and that the card’s billing address matches the bank’s records.
    • If the signup page fails after that, try it in a different browser or an InPrivate/Incognito window.^1^

The free-account offer normally creates a subscription with a $200 credit usable for 30 days and 12 months of selected free services.^2^

    2. Check whether the subscription exists in another directory

Before treating this as failed creation:

    1. In the Azure portal, select your account in the upper-right corner.
    2. Select Switch directory.
    3. Check each available directory.
    4. In each directory, open Subscriptions and look for the free-trial subscription.

The documented causes of No subscriptions found are selecting the wrong Azure directory or lacking permission to an existing subscription.^3^

The permission remedy applies only if a subscription actually exists and another Owner can grant access. If no subscription appears in any directory, proceed to support.

    3. Open a free subscription-management support request

Azure billing/subscription support must review private eligibility and account-state details; these cannot be inspected through Microsoft Learn Q&A. Subscription-management support is unlimited and does not require a paid technical support plan.^4^

    1. In the Azure portal, open Help + support.
    2. Select New support request.^5^
    3. Choose Subscription management or the closest Purchase, sign-up, or upgrade category.
    4. Describe the issue as:
      • Azure free-account signup completed through phone and card verification.
      • Whether the Agreement stage was completed.
      • Portal displays No subscriptions found.
      • No subscription appears in any available directory.
      • The account is redirected to the upgrade page.
      • You need eligibility and subscription-creation status reviewed.
    5. Include screenshots and the approximate signup date, but do not post card details or other sensitive information publicly.

If the troubleshooter displays suggested solutions instead of the ticket form, scroll down and select Yes, need more help, then Create a support request. If a “further information needed” page appears, use Return to support request/ticket to continue entering the details; that path resolved a closely matching case where account review prevented subscription creation.^6^

Your statement that you have never previously used an Azure free trial is relevant, but it does not permit a public forum to confirm eligibility. Microsoft limits free-trial activation to users new to Azure, and support must assess the account-specific result.^1^
