Microsoft for Startups: "You're not eligible for an Azure free account" on MS-AZR-0036P activation, no Program Support entry point

I applied to Microsoft for Startups on 26 October 2026 with a new personal Microsoft account (created for this purpose), without an investor referral code. LinkedIn verification succeeded and the dashboard offered "Unlock $200 in Azure credits".

The Azure account creation step (signup.azure.com, offer MS-AZR-0036P, creditId ce67f7f4-a1bd-4c63-8df1-afd62cd9a912) returns "You're not eligible for an Azure free account" right after the payment card is verified. I tried twice, with two different personal debit cards in my name (Revolut, then ING), same billing address and phone:

  - SessionID 1d2cde55-b5ab-4439-b549-4530dbbad589, 10/26/2026 8:44:23 AM UTC

  - SessionID ce4fc93d-21e2-4eef-b983-2615f85760c7, 10/26/2026 9:41:59 AM UTC

Likely cause: I am the owner of my company's existing pay-as-you-go subscriptions under a work (Entra ID) account, so my name, phone and address already exist on an Azure profile. The personal account itself has never had an Azure subscription. The company (CIBINNO CONSULTING S.R.L., Romania, B2B SaaS) is the startup applying.

I cannot reach Program Support: the "Your Microsoft Team / Get program support" tile is not shown before approval, the legacy portal returns "no user" with LinkedIn sign-in, and Help + support in the portal does not allow a support request without a subscription. I have stopped retrying the sign-up.

Could a moderator route this to Microsoft for Startups Program Operations for an eligibility review, or tell me the correct intake for this case? I can provide screenshots privately.

    Hi Cosmin,

The “You're not eligible for an Azure free account” error can occur when account details or eligibility checks prevent activation. Microsoft requires a new eligible personal Microsoft account that has not previously been associated with Azure offers or subscriptions.

Since you have already tried two cards, I recommend avoiding further signup attempts and requesting an eligibility review through the Microsoft for Startups support channel listed in the official Azure activation FAQ. If you cannot access the support option, ask a Microsoft Q&A moderator to route your case to the Startups Program Operations team.

Include the offer ID, both session IDs, screenshots, and company details in your private support request. Your existing work-account subscriptions alone do not establish the cause of the rejection.

Thank you, and feel free to respond back for more assistance.
