Startups: Companies that are in their initial stages of business and typically developing a business model and seeking financing.
Submit the activation failure to Microsoft for Startups Program Support, then—after the sponsorship subscription is created—use Change directory to associate it with the existing Microsoft Entra tenant.
1. Resolve the sponsorship activation block
The displayed error is an eligibility block, not confirmation that the startup application was rejected. Microsoft’s activation guidance prescribes these checks for “You aren't eligible for an Azure subscription”:
- Confirm that the Azure profile has the correct:
- Contact email
- Street address
- Telephone number
- Payment-card information
- Check whether another Microsoft account already uses the same profile or payment information.
- If those details are correct, submit a Program Support request through the startup support portal. The FAQ explicitly directs unresolved eligibility errors to Program Support.^1^
Also ensure the personal Microsoft account used for activation is the same MSA used for Microsoft for Startups registration. Work or school accounts can cause activation errors.^2^
In the support request, include:
- Startup name and verified domain
- Investor referral application details
- The personal MSA used for registration and activation
- Exact error text and a screenshot
- Date and approximate time of the failed activation
- Confirmation that profile and payment details were checked
- Request to review the startup entitlement, identity binding, and Azure sponsorship provisioning
Do not post the tenant ID, referral code, payment data, or full account address publicly. Program Support handles onboarding, benefit redemption, billing-profile issues, entitlement corrections, and portal-access problems. In the Azure portal, its documented location is:
Program Overview Page → Your Microsoft Team → Get Program Support.^2^
If that portal route is inaccessible, use Microsoft customer support and select the account/billing path to be routed appropriately.^3^
Do not create a second MSA or submit another application unless Program Support instructs you to do so; that could introduce another identity or redemption record. Activation must also occur within 90 days after accepting the program agreement.^1^
2. Associate the activated subscription with the existing tenant
Activation and tenant association are separate operations. Once the sponsorship subscription appears in Azure, it can be associated with the existing Microsoft Entra tenant without changing its billing ownership.^4^
Before proceeding:
- The activating account must have the Owner role on the sponsorship subscription.
- That account must exist in both the current directory and the destination tenant. Add it to the destination as a guest if necessary.
- Ensure another administrator in the destination tenant remains available.
Then:
- Sign in to the Azure portal using the sponsorship subscription’s Owner account.
- Open Subscriptions.
- Select the sponsorship subscription.
- Select Change directory.
- Choose the existing organization tenant.
- Review the warnings, then select Change.
- After the success message, select Switch directories.
- If the subscription is initially missing, check the Global subscription filter, then sign out and back in. Propagation can take several hours.^4^
Important: changing directories permanently removes Azure RBAC role assignments from the source directory. Custom roles, managed identities, Key Vault configuration, and other tenant-dependent resources may also need to be recreated or reconfigured.^5^
For a newly activated, empty sponsorship subscription, perform the directory change before deploying resources. Afterward, assign Owner/Contributor roles to the appropriate users and groups from the existing tenant.
Changing the directory does not transfer or alter billing ownership, so the sponsorship remains attached to its billing account while authentication and Azure RBAC use the selected Entra tenant.^4^
