Startups: Companies that are in their initial stages of business and typically developing a business model and seeking financing.
Request an Entitlement Transfer (ET) through Azure billing support, asking Microsoft to move the startup-credit entitlement to the account containing the existing subscriptions or migrate the subscriptions to the account holding the credits.
Microsoft for Startups Program Support explicitly handles entitlement transfers and corrections to the owner account tied to an Azure sponsorship.^1^ Microsoft’s startup billing guidance also identifies these two supported options for an existing pay-as-you-go subscription:
- Move the startup credits to the account containing the existing subscription.
- Migrate the subscription to the account containing the startup credits.^2^
This requires Microsoft support; it is not a self-service sponsorship change in the portal.^3^
Open the case without entering the stalled solution flow
Because the normal workflow is stuck at “We are preparing your solution,” use this billing-case sequence, which bypasses the suggested solutions:
- Open Azure portal → Help + support.
- Select Create a support request at the top.
- Enter billing, select Billing, and continue.
- Select the new sponsorship subscription.
- After the portal displays suggested options, select Create a support request at the top rather than selecting a suggested solution.
- Complete Summary, Problem type, and Problem subtype, then select Next.
- When solutions appear again, do not open one. Select Return to support request in the upper-left.
- Complete Additional details → Review + create → Create.
Billing and subscription support does not require a paid support plan.^4^
Use a title such as:
Microsoft for Startups entitlement transfer — Program Support control missing
Suggested case text:
We request an Entitlement Transfer (ET) or Azure Sponsorship owner-account correction for our Microsoft for Startups credits.
The sponsorship was activated under a new Microsoft account and billing profile, while our existing production and nonproduction subscriptions remain in our corporate Microsoft Entra tenant. Please determine whether the entitlement can be moved to the account containing those subscriptions or whether the subscriptions can be migrated to the account holding the sponsorship.
The documented Program Overview → Your Microsoft Team → Get program support control is absent. The Program Support link redirects to the dashboard, and the standard support workflow stalls at “We are preparing your solution.” Please route this case to Microsoft for Startups Program Support / Azure Sponsorship Entitlements.
Production continuity is required. Please do not initiate a subscription, billing, directory, or resource transfer without providing the eligibility result, expected billing effect, and implementation plan for approval.
Attach privately:
- Sponsorship subscription ID and offer information.
- Existing production and nonproduction subscription IDs.
- Source and destination billing-account/profile details.
- Microsoft Entra tenant IDs for the subscriptions.
- Screenshot showing the missing Your Microsoft Team / Get program support section.
- Screenshot of the stalled support workflow.
- The activated-credit amount and validity dates.
- A statement identifying which account should ultimately own the entitlement.
Do not post those identifiers publicly in Q&A.
A Q&A moderator cannot itself approve or execute the entitlement transfer. If a case is successfully created but not routed correctly, post only the support-request number and ask a moderator to facilitate routing; provide account and subscription details solely through the case’s private channel.
Important billing-transfer distinction
Do not independently use the general Cost Management + Billing → Transfer requests process as a substitute for an entitlement transfer. Although Microsoft Sponsored Offer subscriptions can participate in some Microsoft Customer Agreement ownership transfers, the documentation warns that available subscription credit does not carry into the new account.^5^ Obtain written confirmation from the sponsorship team before approving any billing-ownership change.
Startup benefits also cannot be shared or merged across multiple accounts.^2^ Support therefore needs to determine whether both existing subscriptions can be aligned under the sponsored account arrangement or whether consolidation/migration is necessary.
Fallback if the entitlement cannot be transferred
Only if support confirms that an ET or subscription-level migration is unavailable should workloads be moved into the sponsorship subscription.
For a resource move:
- Ensure the source and destination subscriptions are active and associated with the same Microsoft Entra tenant.
- Validate move support for every resource and dependency.
- Register the required resource providers and verify destination quotas.
- Move a nonproduction workload first.
- Re-create affected role assignments and update automation, dashboards, or configuration containing old resource IDs.
- Schedule production moves through change control.
During a move, source and destination resource groups are locked against create, update, and delete operations, although existing resources continue operating. Resource IDs change, dependencies can require reconfiguration, and unsupported resources may require redeployment.^6^ Microsoft does not provide an automatic tool for moving all resources between subscriptions, so this fallback requires per-service validation and migration planning.^7^
