Use Continue to Support on the error page and submit the session ID, correlation ID, UTC timestamp, and screenshot, because the failure is occurring during downstream Azure subscription creation rather than at the Microsoft for Startups referral-code stage.

    Submit the account-review request

    1. Expand Additional Information and copy:
      • Session ID
      • Correlation ID
      • UTC timestamp
    2. Select Continue to Support.
    3. Describe the issue as:

Microsoft for Startups no-code application reaches Azure account creation, but Azure sign-up fails with “We couldn't complete your sign-up.” The issue persists across different personal Microsoft accounts, devices, phone numbers, and physical credit/debit cards.

    4. Attach the screenshot and include the copied identifiers. These let support locate the failed transaction.
    5. Ask for an Azure subscription/account sign-up review, rather than another card or telephone-verification attempt.

If Continue to Support does not open a usable request, submit the official Microsoft for Startups support request. Microsoft’s Azure sign-up guidance directs unresolved Startup eligibility or activation problems to that request form.^1^

If you can access the Azure portal, an alternative path is:

    1. Sign in to the Azure portal.
    2. Select ? in the upper-right corner.
    3. Select Help + support.
    4. Select Create a support request and attach the error details.^2^

The referral code is not the blocker

A referral code is optional. The supported no-code route is:

    1. Sign in with a personal consumer Microsoft account—not a work, school, or company-domain account.
    2. Select Continue without a code.
    3. Complete Verify with LinkedIn using a personal LinkedIn profile.
    4. Proceed through Azure profile, address, and payment setup.^3^

That route normally unlocks the initial $200 Azure credit after successful Azure account creation. The displayed pay-as-you-go language is also expected: the sponsorship converts to pay-as-you-go after credits are exhausted or expire.^3^

    Remaining checks before submitting

Since changing accounts, devices, telephone numbers, and cards has not helped, do not continue creating more identities. Check only these still-relevant requirements and include their status in the ticket:

    • The Microsoft account has no prior Azure account, as required for this application path.
    • The selected country/region is supported and exactly matches the card’s billing country and bank records.
    • The card is not virtual or prepaid; Azure does not accept those for subscription verification.
    • Third-party cookies are allowed if the failure occurs while the card-verification page is loading.^1^

Do not post the complete session or correlation identifiers publicly; provide them only in the support request.
