Claude Haiku 5.5 Data Zone Standard (US) quota is 0 and increase requests are auto-declined on a Microsoft for Startups subscription

On a Microsoft for Startups sponsored subscription (payment method on file, Azure Marketplace purchases set to Free + Paid), the Foundry Management center > Quota page shows Claude Data Zone Standard quota as a single "US - Data Zone" row per model, and it is 0 for every Claude model (Haiku 5.5, Opus 4.8, Opus 5, Opus 5.5).

Two quota requests for claude-haiku-5-5 (Hosted on Azure, version 2), Data Zone Standard (US), 50K TPM, were declined within minutes with: "The region you requested a quota increase in is not available to expand capacity at this time." The first named East US 2 and the second Central US. Since the quota is scoped to the US data zone rather than a region, picking another region does not seem to change anything.

Our data must stay in the US, so Global Standard is not an option.

Questions:

1. Are Microsoft for Startups sponsored subscriptions eligible for Claude Data Zone Standard (US) quota?

2. If not, which subscription type is (for example, a pay-as-you-go subscription under the same Microsoft Customer Agreement)?

3. If they are, is there a waitlist or an expected date for US data zone capacity for claude-haiku-5-5?

Startups: Companies that are in their initial stages of business and typically developing a business model and seeking financing.

    Hi @Gio-5602

You've already done the right checks, so here are the documented answers to your three questions.

    1. Startups subscriptions: The Claude in Foundry docs list unsupported subscription types, including "startup credit–based accounts" and sponsored subscriptions that only use Azure credits. A card on file can change that, but a quota of 0 across every Claude model, with requests auto-declined in minutes, fits the sponsored subscription being treated as ineligible.
    2. What does work: A pay-as-you-go subscription. The Claude quota table for pay-as-you-go shows a default Data Zone Standard (US) quota for claude-haiku-5-5 of 40 RPM / 40,000 input TPM / 8,000 output TPM, without a request. Create a pay-as-you-go subscription under your existing MCA billing account, create a Foundry resource in a US region there, and deploy Haiku 5.5 with Region scope Data Zone.
    3. Waitlist: The docs don't mention a waitlist or a capacity date for the US data zone. Requests are reviewed one by one, and if you need more than the default, you'd send the form from the new subscription.

Keep in mind that Claude usage is billed through Azure Marketplace, so it may not draw from your Startups credits.

Is your MCA billing account set up so you can create a second subscription, or is the Startups one the only subscription on it?

If the pay-as-you-go route gets you US quota, please consider accepting it as the answer. If the new subscription also shows 0, let me know and I'll be happy to keep helping.
