Can I use Azure TTS prebuilt neural voices (Free F0 tier) in monetized YouTube videos?

Hello,

I am making a children's animated series for YouTube with my family. For the narrator and some characters, I plan to use Azure AI Speech text to speech with prebuilt neural voices (ko-KR-InJoonNeural, ko-KR-SunHiNeural, ko-KR-HyunsuMultilingualNeural), using a Speech resource on my own Azure subscription with the Free (F0) pricing tier. All scripts are our own content.

  1. Can the generated audio be used commercially, including in YouTube videos with monetization enabled?
  2. Is there any difference in commercial usage rights between the Free (F0) tier and the Standard (S0) tier?
  3. Do I need to add any attribution or disclosure (for example, "AI voice by Microsoft Azure") in the video or description?

Thank you!

Use a paid Azure Speech TTS tier such as Standard (S0)—not Free (F0)—to generate the final audio for monetized YouTube videos.

Commercial use and the pricing tier

Microsoft’s Product Terms grant customers of the paid TTS service the right to use audio generated with prebuilt neural voices, including commercially. That grant is expressly limited to paid-tier customers ^1^.

    Therefore:

    • Free (F0): The Product Terms do not extend the paid-tier commercial-output grant to F0. F0 being available for neural TTS does not itself provide the same commercial-use right.
    • Standard (S0): This is a paid tier, so audio generated there with prebuilt neural voices can be used commercially, subject to the Product Terms and applicable Azure policies.
    • The listed Korean voices are prebuilt neural voices, not custom voices; the special consent and limited-access rules for custom neural voices therefore do not apply to this use.
    • You must retain the necessary rights to your scripts, music, images, and any other material included in the videos.

Azure’s pricing page separately identifies F0 as the free tier—currently including a monthly neural TTS allowance—and pay-as-you-go as the paid offering ^2^. The difference is consequently not just capacity or billing: the Product Terms attach the commercial-output permission specifically to paid TTS.

    For production:

    1. Create or use a Speech resource billed under Standard (S0).
    2. Generate the narration and character dialogue through that S0 resource.
    3. Use those S0-generated files in the monetized videos.
    4. If final audio was already generated through F0, regenerate it through S0 rather than assuming that a later resource upgrade retroactively changes the terms governing the earlier output.

    Attribution and disclosure

Microsoft does not specify a mandatory credit in the form “AI voice by Microsoft Azure.” However, Microsoft does require customers to disclose that TTS voices are synthetic. Its guidance also calls for clear and transparent disclosure to parents or guardians where the experience is intended for children ^3^.

A practical YouTube description could say:

This video contains computer-generated synthetic voices created using Microsoft Azure AI Speech.

That identifies both the synthetic nature and the technology, although naming Microsoft is not presented as the essential part—the essential disclosure is that the voices are synthetic.

Because this is a children’s series, place the disclosure where parents can readily find it, such as:

    • in the video description for every episode;
    • in the channel’s About section; and
    • optionally in end credits or a brief on-screen notice.

Microsoft’s disclosure patterns specifically recommend targeting parents when children are the primary audience and offering an accessible explanation of how the voice was created ^4^. Avoid burying the disclosure only inside lengthy legal terms.

    Bottom line

    Question Answer
Monetized YouTube use? Yes, when the prebuilt-neural-voice audio is generated using paid-tier Azure TTS and all applicable terms are followed.
Can F0 be treated the same as S0 commercially? No. The express commercial-output grant applies only to paid-tier TTS.
Is “AI voice by Microsoft Azure” mandatory? That exact attribution is not specified, but disclosure that the voice is synthetic is required.
Best action for existing F0 audio? Regenerate the production audio through S0 before monetizing it.
