Azure App Service is a service used to create and deploy scalable, mission-critical web apps.
There are a couple of simple checks you can run to see whether the backend is truly inconsistent or if the portal is just showing stale data.
1. Ask the plan what it thinks is attached. From App Service Plans - List Web Apps: https://learn.microsoft.com/en-us/rest/api/appservice/app-service-plans/list-web-apps
GET https://management.azure.com/subscriptions/{subscriptionId}/resourceGroups/fulfillment/providers/Microsoft.Web/serverfarms/SouthCentralUSPlan/sites?api-version=2026-07-15
If this returns the App gap-fulfillment but a direct GET on the site returns ResourceNotFound, then the resources really are out of sync. If it comes back empty, the 409 is coming from something else and the Apps blade is simply stale.
2. Check for soft-deleted apps. az webapp deleted list (preview): https://learn.microsoft.com/en-us/cli/azure/webapp/deleted
A direct lookup doesn’t surface soft-deleted apps, so ResourceNotFound only tells you the app isn’t live, not that nothing is still attached to the plan.
If the first call does return it, that contradiction is what’s worth putting in the case rather than “deletion fails”. Include the ARM request with its api-version, the response body listing gap-fulfillment, and the 409 from the plan delete with its x-ms-correlation-request-id.
If you post what those two calls return, it’ll be clear which of the two situations you’re in. I’m a community volunteer rather than Microsoft support, so I can’t see anything service-side or clear the backend myself.
