It's the kernel, not your configuration.
From Linux VMs with the Microsoft Azure Network Adapter:
"Ethernet drivers for MANA were first introduced upstream in kernel version 5.15 and later. Kernel version 6.2 includes Linux support for features such as InfiniBand/RDMA and DPDK. Earlier or forked kernel versions (5.15 and 6.1) require backported support."
Being on 5.15 isn't the problem by itself. Ubuntu 22.04 runs 5.15 and is on the endorsed list, because Canonical's Azure kernel carries the backport. Yours is 5.15.0-*.el8uek, Oracle's own UEK fork, which doesn't.
That fits what you're seeing. The PCI device shows up and the mana module loads, but the driver never attaches, hw_channel and the vf version check fail, and VF counters stay at zero. A misconfiguration wouldn't get that far.
The endorsed list also has no Oracle Linux 8.x entry at all:

So nothing on the VM will fix this. You'd need UEK R8 at 6.12.0-100.28.2 or later, or Oracle Linux 9.x or 10.x on the Red Hat kernel. Match the exact build in that table, not just the major version.
