I have an Azure Translator resource named schastlivyi-dom-translator in the northeurope region.
Networking for the resource is configured as All networks.
The problem is that TCP/HTTPS connections to Azure Translator endpoints time out.
Tested endpoints:

api.cognitive.microsofttranslator.com → 20.50.1.26

api-eur.cognitive.microsofttranslator.com → 20.50.1.26
-
northeurope.api.cognitive.microsoft.com → 52.146.133.3
-
schastlivyi-dom-translator.cognitiveservices.azure.com → 52.146.133.3
All TCP port 443 connections to these endpoints time out.
At the same time, general Microsoft connectivity works correctly:

www.microsoft.com → TCP 443 OK
- TLS OK
- HTTP 200
From my WordPress hosting server, the application returns:
cURL error 28: Connection timed out
Environment:
- PHP 8.2.32
- cURL 7.58.0
- OpenSSL 1.1.1
My hosting provider Timeweb reproduced the same connectivity issue.
Their traceroute also shows packet loss on Microsoft network nodes, including:
be126.ibr02.ams30.ntwk.msn.net
They additionally confirmed that the problem is reproducible not only from the hosting server, but also from a separate personal computer.
Could you please check routing/connectivity to Azure Translator / Cognitive Services in the northeurope region and advise whether there is a known network issue or routing problem?
I can provide traceroute/MTR screenshots if needed.
