Paid Developer support plan. Deploying claude-opus-5 / claude-sonnet-5 / gpt-4o on Microsoft Foundry (East US) fails with CannotDeployDueToLocalRegulations for a mainland China enterprise subscription.

All requested materials (subscription/tenant IDs, error screenshots, business license) were sent to the support engineer on Sept 14. No response from Microsoft since, despite their own "2 working days" commitment. Severity is locked at C and cannot be raised. Portal messaging is disabled for this case.

Also: the official mainland China intake address mscnenq@microsoft.com printed in the Azure portal guidance bounces with "550 5.4.1 Recipient address rejected: Access denied", and 400-082-0005 goes unanswered. The documented path for mainland China enterprises appears to be broken.

Could a Microsoft moderator help route case 2609130010000058 to the appropriate escalation team, or advise the correct channel for mainland China enterprise eligibility review?

    Hey,

    CannotDeployDueToLocalRegulations is an eligibility restriction for mainland China customers, not a quota or deployment configuration issue. Microsoft documents that Azure OpenAI access for customers associated with mainland China is subject to additional regulatory requirements, and quota approval does not remove that restriction.

    For a mainland China enterprise using Global Azure, the subscription must pass the required enterprise/regulatory verification before Azure OpenAI models can be deployed. Your East US location does not bypass that check.

    Also verify which Azure environment you are using:

    • Global Azure: https://portal.azure.com
    • Azure operated by 21Vianet (China): https://portal.azure.cn

    These are separate Azure environments with different service availability and onboarding requirements.

    Since your quota is already assigned but deployment is blocked with this exact error, the required action is to complete the mainland-China enterprise eligibility/compliance verification for the subscription/tenant. The existing support case should contain the business license and subscription details required for that review.
