To run the Tests: EXO Recipient Object Failures, please open Microsoft’s troubleshooting article Delays in provisioning a user or mailbox - Exchange, and select the Run Tests: EXO Recipient Object Failures button. This test will check any error conditions that can prevent an Exchange Online mailbox or recipient object from being created or updated. Mailbox provisioning normally takes less than 30 minutes, but it can sometimes take up to 24 hours.
