Sending, receiving, and organizing email in Outlook.com
For an Outlook.com account that is locked and cannot send or receive mail, the supported checks are:
- Check whether mailbox or Microsoft cloud storage is full. If storage is full, Outlook.com cannot send or receive email. Messages sent while storage was full can be bounced back to the sender and are unrecoverable.
- If the password was changed recently, update it for the account.
- If the account was temporarily blocked because of unusual sign-in activity, use the unblock flow through the Sign-in Helper.
- If sign-in itself is failing, use the Microsoft account sign-in helper.
- If mail is not arriving, also check the Other tab, Junk Email settings and folder, message sort order, forwarding, and any email rules.
Because the issue has lasted more than ten days and the account is described as locked, the most relevant next step is to use the unblock process first:
- Open Sign-in Helper: Sign-in Helper
- If that does not unblock the account, use When you can't sign in to your Microsoft account from the unblock article.
Also verify storage immediately, because a full mailbox or full Microsoft cloud storage will block sending and receiving even on a paid subscription.
