Unable to get push notifications, no apps showing in notification window

I deleted a registry key to remove duplicate notifications and now no app (including built-in ones) shows toasts or appears in Settings > Notifications, and I've already tried reinstalling Phone Link, resetting the notification database, checking Group Policy and the Default profile, testing a fresh local account, running an in-place repair install with SFC/DISM, and re-installing Windows 11. #pushnotifications
