I am locked out from my Azure Portal account

When I attempt to login to portal.azure I am prompted to enter a "code" from my authenticator.

I use the Microsoft Authenticator that I use to log into account.microsoft.com (successfully), but that code is not approved in portal.azure. I also attempt to push a notification via the authenticator, but I never get a notification.
