How many times does the same sponsored advertisement have to come up while I'M scrolling?????

How many times does a sponsored advertisement have to come up while I'm scrolling MSN. Meaning, I don't see why an advertisement has to come up (the same one) over and over again... SHOULDN'T THERE BE A THRESHOLD FOR THAT WITHIN ADVERTISEMENT LAW? Imagine, turning the page of a newspaper and the same advertisement is on every page... It would be very annoying and almost ridiculous.

Just asking MSN. I mean if you want to brainwash people, maybe the FCC should get involved...
