I cannot transfer emails between my 2 outlook accounts in the new outlook.
I have been told there is a procedure for this. Please send me the procedure.

Thanks for the additional info. The error you're seeing is likely coming from the account associated with Teams, specially if it is a work or school Microsoft 365 account.
In your new Outlook for Windows, moving or copying emails between accounts is controlled by an Exchange Online mailbox policy called "ItemsToOtherAccountsEnabled". For security reasons, moving emails from an organization account to another account, including a personal Microsoft account, can be disabled by default.
Your personal Microsoft account normally isn't the issue here. The setting for personal accounts is managed by Microsoft and is enabled by default. The Teams/work account is the one that would need to be checked by Microsoft 365 or the Exchange administrator for that organization.
If you are the administrator of the Microsoft 365 organization that owns the Teams account, you can check the OWA mailbox policy and enable cross-account moves with Exchange Online PowerShell:
Set-OwaMailboxPolicy -Identity "<PolicyName>" -ItemsToOtherAccountsEnabled $true
This policy needs to allow the move operation for the organization account involved. Microsoft also notes that these mailbox policies apply to both New Outlook and Outlook on the web.
So, the fact that this worked in classic Outlook but is now blocked in New Outlook does fit with the policy-based behavior in New Outlook.
If you don't administer the Microsoft 365 organization behind the Teams account, the organization's administrator would need to review this setting.

Good day. New Outlook can have both accounts added, and Microsoft now supports moving emails between personal accounts. First, make sure both email accounts are added to the same New Outlook app:
To transfer an email:
Incase you don't see the second account or the other account's folders when trying to move a message, that usually means the account hasn't been added correctly or the move option isn't available for that particular account type.
