Error 715-123420 blocking all model deployments in Azure AI Foundry — RTFP review request

I am unable to deploy any models in Azure AI Foundry. Every deployment attempt immediately fails with the following error:

715-123420: Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support.

This occurs consistently across all models and deployment methods, and is not related to quota, RBAC permissions, or configuration — I have verified my subscription is active and in good standing. Based on similar reports from other users, this appears to be a Real-Time Fraud Protection (RTFP) hold placed on the subscription/account at the platform level.

I would like to request that the RTFP team review and remove this block so I can proceed with deploying models.

    The error 715-123420:

    "Our system has detected this request as unusual activity for your account."

    Is generally not a model quota, RBAC, or deployment configuration issue. Microsoft has identified this error as a service-side security/fraud protection signal that can block model deployments and requires review by the appropriate internal team. Similar reported Issue

    ·       Avoid repeatedly retrying the deployment, as this is unlikely to clear the restriction.

    ·       Confirm that your Azure subscription is active and has a valid billing profile.

    • If you are using a VPN, proxy, or automated environment, try once from the Azure/Foundry portal using a normal network.
