windows desktop keeps resetting after shutting down/restarting my computer

When ever I shutdown or restart my laptop, the desktop and taskbar reset to default, but my files are intact. I have tried switching to a different user and running DISM and SFC scans, but the problem still persists.

    When you restart your laptop, what resets on the Desktop, is it the background wallpaper and icons on the taskbar, do they reset to the Windows original defaults, or do your files also disappear from the Desktop folder after it is shut down and if so, are your files still available in the Desktop folder in File Explorer?

    Open the Settings App.

    Go to Window Update - Update history, what is the KB number of the latest updates installed on your laptop.

    In the Settings app, go to System - Activation.

    Is there any problem indicated with the activation in there.
