Based on the available Windows guidance, built-in cleanup tools handle drives differently:

    • Storage Sense works on the system drive only, which is usually C:.
    • To review or manage space on other drives, go to Start > Settings > System > Storage > Advanced storage settings > Storage used on other drives.
    • Disk Cleanup can clean a selected drive. In the Disk Cleanup UI, select the drive to clean. For drives other than the Windows installation drive, the available cleanup options are more limited.

For the second internal HDD, the supported path is:

    1. Open Settings > System > Storage.
    2. Open Advanced storage settings.
    3. Select Storage used on other drives.
    4. Select the HDD to see what is using space.
    5. If cleanup is needed, run Disk Cleanup and choose that drive.

The provided context does not document Microsoft PC Manager behavior for detecting or cleaning a second internal drive, so only the built-in Windows behavior above is supported.

The clean function in the Microsoft PC Manager utility can only be used to clean the system (C) drive, that is specifically used to system files, application caches, browser caches, and old Windows update leftovers, they have not added the ability to clean up another drive to that utility yet.
