Creating restricted channels within a team for confidential discussions or projects

The most common cause is membership rather than a permission on your profile. People must already be members or guests of the parent team before they can be added to one of its private channels, and only the private channel owner can add or remove people there. Try this:
- Select More options (...) beside the Team name.
- Select Manage team > Members.
- Confirm that each intended person is already listed as a member or guest of the Team.
- If not, add the person to the Team first.
- Return to the Private channel.
- Select More options (...) > Manage channel > Members > Add.
Also confirm that you are an owner of the Private channel, since channel membership is managed by its owners.
If the users are already Team members but still show “We couldn’t find any matches,” try the same operation in Teams on the web. An administrator can also test through:
Teams Admin Center > Teams > Manage teams > select the Team > Channels > select the Private channel > Add.
If this affects only recently added members, allow some time for membership changes to synchronize, then sign out and back in. If every existing Team member is missing from search, ask the Teams administrator to check your channel-owner status and relevant Teams policies.
