Create a support ticket to enable a server for Azure SQL

Hello,

I just started with Azure App Service. I was finally able to request 1 core server for it. Now I need to create database and I prefer Azure SQL. Second time around I don't know how to create a support ticket to create a server for it. Azure resources is convoluted and wasted lot of time.

Can someone help on how to create such a ticket.
