Not getting emails in my Outlook

In my Outlook I have a message saying that I have to sign in to my account?? I am already signed in. Do not know what to do. I am not getting any emails.

    Are you accessing Outlook through the Outlook app on your desktop or Outlook.com online?

    1. Open an incognito tab in any web browser and sign in with your Microsoft account here- https://outlook.live.com/
    2. See whether you can log in successfully and can send or receive emails normally.
