Using Classic Outlook on Windows for personal email, calendar, and contact management
For Outlook/Hotmail on Windows, the supported setting is to make Windows keep scroll bars visible:
- Open Start > Settings.
- Go to Ease of Access > Display.
- Turn Automatically hide scroll bars in Windows to Off.
If the scroll bar is still missing in Outlook, restore the app window:
- Right-click the Outlook title bar.
- Select Maximize.
- Right-click the title bar again.
- Select Restore.
If the issue is specifically in Outlook 2016 and the view jumps or scrolling behaves incorrectly, Microsoft lists it as a known issue that was fixed in certain builds. For Current Channel, a registry-based workaround exists. Warning: editing the registry can cause system problems if done incorrectly.
