It depends on the history of the original licence. A new motherboard does require to be reactivation to register against the new motherboard.

If the error code does refer to KMS activation then it was not a valid licence. You will need to buy a valid licence for legal activation.

Open a Command prompt and enter slmgr /dlv [press return]. Look at the Description channel if it shows KMS that confirms an invalid licence. The only exception is if the licence was provided by a company you work for. If that is the case you need to contact them for activation.

0x8007007B means DNS name does not exist for a KMS client. That error occurs when Windows is trying to activate through a KMS server and the client cannot find the KMS DNS records.

Because the motherboard and CPU were changed, Windows may also need reactivation for the new hardware identity.

Use this path:

Open Start > Settings > Update & Security > Activation on Windows 10.
If a valid 25-character product key is available, select Change product key and enter it.
If the device previously used a digital license, run the Activation troubleshooter. The troubleshooter is available only when Windows isn’t activated, requires an internet connection, and requires an administrator account.
If the hardware change was significant, use the reactivation flow for hardware changes.
If activation still shows 0x8007007B, that indicates a KMS/DNS activation path issue rather than normal consumer product-key activation.

For Windows 10 after a hardware change, the supported reactivation path is:

Start > Settings > Update & Security > Activation
Use Change product key if a product key is available.
If the device had a digital license associated with a Microsoft account, use the Activation troubleshooter.

The Activation troubleshooter guidance also states that if the steps do not help after a significant hardware change, contact customer support.

Could you please share a screenshot of your Windows activation details? This will help check the type of Windows license installed after the motherboard change.

Please follow these steps:

Press Start and search for CMD.
Right-click Command Prompt and select “Run as administrator”.
Run this command:

slmgr /dlv

A window will appear with the activation information.
Please take a screenshot of that window and share it here. You can cover any information you prefer not to share.

Your windows license is tied to your hardware. So installing a new motherboard requires reactivation. You should be able to reactivate following the above steps unless you have an OEM license (say a dell, or hp computer). In this case only OEM replacement motherboards are supported. An upgrade requires activation via a new license.
