Request Regarding Reassignment of GGWA Windows 11 Pro Licenses

Dear Microsoft Licensing Team,

Our company purchased some GGWA Windows 11 Pro licenses. However, due to a misunderstanding of the licensing requirements, some of these GGWA licenses were inadvertently assigned to newly purchased laptops that were deployed after the licenses were acquired.

We understand that this usage may not comply with Microsoft's licensing terms, as GGWA licenses are intended to legalize existing devices rather than newly deployed PCs. To address this issue, we have purchased Windows 11 Pro FPP licenses to properly license those new laptops.

We would like to ask whether Microsoft can assist in reactivating or reassigning the GGWA licenses that were incorrectly deployed on the new laptops, allowing us to use those licenses on older devices that currently have Windows Home edition and need to be upgraded to Windows Pro.

We appreciate your guidance on how to resolve this situation in a compliant manner.

Under Microsoft licensing terms, GGWA licenses are fundamentally non-transferable. The instant they are activated, they become permanently bound to the hardware signature of that specific device. There is no supported mechanism or exception to move them to older devices, even in the case of a deployment error.

You can easily resolve this compliance mismatch by strategically deploying the Full Packaged Product licenses you recently purchased. Since the GGWA licenses are already locked to your newly purchased laptops, you should simply leave them in place. The new laptops are fully compliant and legally licensed by those GGWA activations.

You should then apply your new FPP licenses to the older machines currently running Windows Home. Unlike GGWA, FPP licenses are fully transferable. Deploying them to your older hardware successfully upgrades them to Windows Pro and fulfills your legalization requirements. This approach also protects your investment, as the transferability rights of the FPP licenses will allow you to legally move them to new hardware when those older devices are eventually decommissioned.
