Azure AI Foundry model deployments blocked by error 715-123420

I cannot deploy models to my Azure AI Foundry resource. Every deployment attempt fails with:

715-123420: Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support.

I have reached out many times before but have never received a reply.

    is generally not a model quota, RBAC, or deployment configuration issue.     Avoid repeatedly retrying the deployment, as this is unlikely to clear the restriction.

    1. If you are using a VPN, proxy, or automated environment, try once from the Azure/Foundry portal using a normal network.
    2.
