In China, can I directly register a Microsoft Advertising account to target a global audience, add funds, and receive tax invoices (fapiao) on my own?

I am the foreign trade promotion manager for a company based in Changzhou, Jiangsu, China. We hope to promote our foreign trade business globally through Microsoft Advertising. We have already registered an account, but we have not added funds yet. We would like to know: if we do not go through an agency, but instead directly open and fund our account via the official Microsoft website, can Microsoft Advertising provide us with tax invoices (fapiao) that comply with Chinese corporate requirements? Will electronic invoices be issued to us every month, similar to Google Ads?

We do not want to set up our account through an agency because agency-managed accounts give us very limited administrative permissions and no account ownership. Additionally, agencies charge us extra fees.
