cannot reactivate skype credit

when i try to reactivate mx dad's 'inactive skype credit' by clicking on "reactivate credit" at

https://calling.web.skype.com/account/credit_reactivation

i am told "There was an issue processing credit reactivation, because your billing address is missing. Please update your billing information and try again later."

And when i enter the billing info i get an error message along the lines "it's our fault" and no further orientation on what to do next.This for the last several weeks...

What can i do?
