Azure AI Foundry model deployments blocked by error 715-123420

I cannot deploy models to my Azure AI Foundry resource. Every deployment attempt fails with:

715-123420: Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support.

I’m experiencing a very similar issue with Microsoft AI Foundry. I’m also unable to deploy models, and the deployment fails with the 715-123420 – “Our system has detected this request as unusual activity for your account” error.

From other recent Microsoft Q&A discussions, it appears that this error may be related to a service-side security/risk (RTFP) block, rather than the model, deployment type, or available quota. Similar reports have occurred with multiple models and regions.

I have already tried different models/deployment configurations, but the issue persists.

Could a Microsoft moderator please confirm whether this is an account/subscription-level restriction and advise how the required review can be requested? It would also be helpful to know if there is an alternative support path for users who are unable to open a technical support ticket.

In Microsoft may be suspected from the below activity. so, please check if any of this scenario you faced.

Many deployments created and deleted in short intervals

Trial → Pay‑As‑You‑Go conversion with no prior billing history

AI‑103 training exercises (these trigger deployment churn)

Multiple failed deployment attempts

New subscriptions from regions with high fraud‑risk scores

Repeated attempts after a block is applied

solution for this issue

In portal search -> billing subscription -> support +troubleshooting -> new support request. send your issue details they will help you.
