If you replaced the motherboard, the original TPM keys used by BitLocker are no longer available. Installing Intel RST drivers will not bypass BitLocker or recover the encrypted data. A motherboard/TPM change can trigger BitLocker recovery.

If you have the BitLocker recovery key, use it to unlock the existing Windows installation. If the key is unavailable and you can't unlock the drive, the practical option is a clean Windows 11 installation, which will erase the existing encrypted data.

If Windows Setup cannot see the SSD/HDD on the HP PC, then you may need the model-specific Intel Rapid Storage Technology (IRST) storage driver. HP recommends downloading the IRST driver for the exact PC model, extracting it to the Windows installation USB, and selecting Load driver during Windows Setup.

Also be aware that replacing the motherboard can affect Windows activation. If Windows doesn't reactivate automatically, use Settings → System → Activation → Troubleshoot or the appropriate product key/digital license.
