Inquiry regarding Windows 11 Pro GGWA purchase via CSP for new PC deployments

Dear Microsoft Support Team,

I am writing to clarify a licensing compliance question for my organization. We are currently planning to deploy a batch of brand-new PCs, and we intend to manage all of our software assets centrally through the Microsoft 365 Cloud Solution Provider (CSP) program.

Could you please confirm if we are permitted to purchase Windows 11 Pro GGWA (Get Genuine Windows Agreement) licenses through the CSP channel to license and activate these new PCs?

Specifically, we would like to know if using GGWA on brand-new hardware complies with Microsoft's legal licensing policies, or if we are strictly required to purchase OEM/COEM licenses with the hardware first.

    For brand-new PCs, I don't recommend using Windows Pro GGWA (Get Genuine Windows Agreement) as the standard licensing method instead of purchasing Windows with the hardware.

    GGWA is a legalization solution. The current Microsoft Product Terms state that Get Genuine Windows licenses are full Windows licenses and therefore don't require a qualifying OS. However, they also impose an important restriction: GGWA is available as a one-time purchase per customer, with all units placed under a single order, and those licenses may not be assigned to devices without a qualifying OS if those devices are obtained after the customer's GGWA order.

    In other words, GGWA shouldn't be treated as Microsoft's standard procurement mechanism for licensing an ongoing stream of newly purchased PCs.

    For normal new-PC deployment, the cleanest licensing approach is to purchase the machines with Windows 11 Pro preinstalled by the OEM. Microsoft's Windows licensing guidance identifies OEM/preinstalled Windows and retail FPP as the ways to obtain a full Windows desktop OS license.

    This distinction is important because normal Windows 11 licenses obtained through Microsoft Commercial Licensing are generally upgrade licenses, not replacement full licenses for bare PCs. A device must already have an eligible qualifying operating system before those licenses can be assigned.

    So for the scenario described, I would structure the licensing as:

    New PC → OEM Windows 11 Pro → Microsoft 365/CSP subscriptions and any required Windows Enterprise entitlement

    rather than:

    New PC without Windows → GGWA through CSP

    You can still centrally manage the devices through Microsoft 365, Intune, Entra ID, Autopilot, and your CSP relationship. Purchasing Windows as an OEM license doesn't prevent centralized cloud management. The Windows licensing channel and device-management method are separate considerations.

    GGWA may be appropriate when the organization is legalizing existing devices without valid Windows licenses, subject to the applicable Product Terms. It shouldn't be selected simply as an alternative to OEM Windows for routine new-PC procurement.

    For a purchasing decision involving a large number of devices, I would also have your CSP/licensing partner confirm the exact SKU and Product Terms applicable to your Microsoft Customer Agreement, since licensing terms and SKU availability can change.
