Can I use Windows 11 Pro OEM to upgrade existing Windows 11 Home PCs?

Hello,

My company has 50 existing PCs currently running genuine Windows 11 Home OEM. The Windows 11 Home licenses were legally purchased with valid invoices.

We plan to purchase 50 genuine Windows 11 Pro OEM licenses (FQC-10528) from an authorized Microsoft Partner.

For each PC, we would:

Windows 11 Home OEM → Windows 11 Pro using the Pro product key → Activate Windows 11 Pro with the purchased Pro OEM license.

Each Pro license will be used for one specific PC only and will not be shared or transferred to another PC.

My question is simply:

Is this allowed under Microsoft's licensing terms?

In other words, can a company purchase a Windows 11 Pro OEM FQC-10528 license separately and use it to upgrade and activate an existing PC that already has a genuine Windows 11 Home OEM license?

Under Microsoft’s licensing terms, what you described is allowed. A Windows 11 Pro OEM license (FQC‑10528) is a full OEM license that can be purchased separately from an authorized Microsoft Partner and applied to a PC that already has a genuine Windows 11 Home OEM license. When you enter the Pro product key, the system will upgrade from Home to Pro and activate against that OEM license. Each Pro license must be tied to one specific PC and cannot be transferred to another device, which matches the usage model you outlined.

The key point is that OEM licenses are always bound to the hardware they are first activated on, so as long as you assign each purchased Pro OEM license to a single PC and keep valid purchase documentation, you are compliant. If you ever need flexibility to reassign licenses between machines, you would need to consider Retail or Volume Licensing, but for your current plan OEM licensing is fully legitimate and supported.
