I've got an answer, but you're not going to like it.
There are hard limits on how many people you can put on a single email and how many emails you can send per day. But you aren't anywhere close to these values.

What you have run into are the "variable" limits. This is based on such factors as how old your outlook.com account is, what your past sending history is, and other parameters that Microsoft does not make public so the Spammers can't figure out a way around them.
There is no single document from Microsoft on how to increase your "Reputation" so you can get closer to the hard limits. All I can suggest is that you prompt your favorite AI with something like this and try some of the suggestions.

Don't expect miracles. Whenever I first bring a new outlook.com account on-line, it can take weeks before I don't run into some kind of sending limit, or all of my emails are automatically marked as Spam by every email hosting provider. (Including Microsoft).
