I can't access, view or edit my group contacts

I am trying to edit my contact list and create a new one but when I open the people tab there isn't an option to view all or view groups. I can email to the groups just not edit/create them. I tried logging out and back in again, I clicked the sync button but nothing is working. Where did my groups tab go?

    Can you try these steps to check. Open Outlook.com and sign in(use any browser that you want), go to People, then look in the left-hand navigation for All contact lists. Select the list, choose Edit, make your changes, and select Save.
