Microsoft Teams / Outlook - "We couldn't make this a Teams meeting" error across Web and Desktop for M365 E5 User

Hello,

We are experiencing an issue where a specific user is entirely unable to schedule online Teams meetings.

Symptoms: When the user attempts to toggle the "Teams meeting" switch or create an online event, the process fails and displays the following error:

"We couldn't make this a Teams meeting. Something went wrong and we couldn't create a Teams meeting link. Do you want to send the invite without the link?"

Scope:

  • This issue happens in both Microsoft Teams and Outlook.
  • It is consistently reproducible across both the desktop applications and the web versions (Outlook Web App / Teams Web)
  • Licensing: The user is actively assigned a full Microsoft 365 E5 license.
  • App Sub-components: In the Microsoft 365 Admin Center, we verified that both Exchange Online (Plan 2) and Microsoft Teams are explicitly enabled under the user's apps.
  • Directory Visibility: "Hide from global address list" is set to No in the Exchange Admin Center. The user is completely visible in the GAL.
  • Coexistence/Upgrade: The user has completely signed out/in to clear tokens, but the problem persists.

Because this failure spans both local client software and standard web browsers, it appears to be a backend service-to-service communication sync or token provisioning failure between Exchange Online and Microsoft Teams rather than a local client add-in or cache issue

Has anyone encountered this specific cross-platform sync block for an E5 user, or are there specific backend Entra ID/Exchange attributes we should audit next to force a sync repair?
